ERA registration and ERA login
ERA registration is required in order to fulfil data reporting in the MNB’s Statistical and Supervisory Integrated Data Reception System (STEFI) This page provides information on the registration process, its specifics and details.
To fulfil data reporting subject to signature, a CERTIFICATE-based registration is required.
For data reporting not requiring a signature, USERNAME/PASSWORD TYPE registration is sufficient.
The signature requirements are specified in the MNB decree or decision prescribing the data reporting.
Data reporting cannot be fulfilled with KAÜ registration.
With a username/password type registration you can fulfil: ‘the data reporting prescribed by the prevailing MNB decree related
to the basic duties, with the exceptions specified in the main text of the decree.’
With a certificate-based registration you can fulfil: ‘the data reporting prescribed by the prevailing MNB decrees ordering
financial market, capital market, fund and insurance supervisory data reporting, and by the decisions prescribing the submission
of the data reporting through the STEFI system’
Username/password-based
During registration, a username and password should be chosen meeting the respective criteria. Once the registration has been approved, you can access the ERA system by entering a combination of these two. According to the relevant MNB decree, part of the data reporting through the STEFI system can be fulfilled without an electronic signature, i.e. a username/password type registration is sufficient.
Certificate-based
Certificate-based registration requires a valid – personal or organisational personal, qualified – electronic signature certificate. During registration, the public part of the certificate with ‘.cer’ extension must be uploaded to the ERA system’s Certificate Store. Username/password type registration becomes certificate-based once a valid certificate is uploaded. If the validity of the certificate expires, the registration will become a username/password type registration until such time as a new valid certificate with ‘.cer’ extension is uploaded. The fulfilment of certain data reporting to be submitted via the STEFI system – in respect of which the MNB decree or decision on data reporting prescribes mandatory signature – requires qualified electronic signature certificate. Data reporting subject to signature may only be submitted through a certificate-based ERA registration. The submission of forms also requires a certificate-based registration.
Central Identification Agent (KAÜ)
Registration for the ERA system may also be initiated through identification via the Client gate. This type of registration provides access to a relatively limited range of our ERA services. Please note that this type of registration does not allow you to fulfil data reporting through the STEFI system.
For further information related to the registration see the E-learning Tutorials page.
The electronic registration in the ERA system consists of 3 main steps:
- Registration of the user person
- Select the institution represented
- Select the services requested
Further steps after finalising the registration process:
- activation of the user account based on an automatic email sent by the system
- acceptance of the GTC at the first login
- if there is no user with administrator rights for approval within the institution, download the registration form
- in the case of certificate-based registration, electronic authentication of the form
- submitting the registration form
Extend an existing registration by selecting a new institution or new service:
If a person is already registered in the ERA system, but would like to represent an additional institution, or request additional services for an institution already represented, it can be done by selecting the option ‘Szolgáltatások bővítése’ (Extend the scope of services) in the ‘Regisztrációs adatbázis/Intézmények-szolgáltatások’ (Registration Database/Institutions-Services) menu.
If the registration form is in order, after verification the MNB approves the requested services. If the registration form is erroneous, the MNB notifies the user by email accordingly.
When applying for a right of representative type, the right is approved by the institution’s administrator.
Related terms/useful information:
- Institution subject to data reporting obligation: an organisation which is required to report data based on the MNB’s requirements (in particular its decrees and decisions)
- Represented institution: the organisation on behalf of which you are registered in the MNB’s electronic system (the institution submitting the data reporting)
- Fulfilment of the data reporting prescribed in the underlying MNB decree: select the Data reporting and the Mailbox services (exception: certain special data reporting)
- User with administrator rights (admin): A user with administrator rights, approved by the MNB, who will be able to approve additional representatives and manage user rights, request notifications and manage the submission log in STEFI. The listed functions cannot be managed by a user with representative rights.
- User with representative rights: has less rights than the admin right
- ‘Másküldős’ form: this form is used for informing the MNB that certain data reporting will be fulfilled by an organisation other than the reporting agent, i.e. a submitting organisation (e.g. accounting firm). The form shall be submitted via the Company gate access of the institution subject to data reporting using form MNB002 of the ANYK framework. The MNB sets the necessary access right(s) based on this form.
- Form MNB002: the Registration form, the Authorisation and the ‘Másküldős’ declaration can be submitted to the MNB as an attachment to the form available through this link, using the ANYK (General Form Filling) framework
- Username/password-based registration: it can be used when the submission is not subject to an electronic signature, i.e. mostly in the case of data reporting to be fulfilled based on the Underlying MNB Decree
- Certificate-based registration: necessary for the submission of reports subject to electronic signature, typically prescribed regulations other than the Underlying decree (supervised institutions)
- Client gate (Central Identification Agent – KAÜ) registration: Not suitable for the fulfilment of data reporting.
- Activation code: after the finalisation of the registration, the system automatically sends an activation code to the email address provided during the registration.
- Download the registration form: After activating the user account, the Privacy Notice must be accepted; the registration form can be downloaded only after this.
- Submit the registration form: to approve the registration, the original electronic copy of the registration form must be sent to the MNB (it is not necessary to be printed and signed by hand). The form can be submitted via a specified electronic channel (via the ERA system or the Company gate when the authentication is done by an electronic signature certificate, in all other cases via Company gate using the MNB002 ANYK form)
Data reporting shall be fulfilled in the STEFI system available through the ERA system’s Data Reporting service.
You must login to STEFI system on behalf of the institution submitting the data reporting, i.e. the institution designated as the represented institution during the ERA registration.
Multiple institutions can be selected as represented institutions at the same time during registration.
In the case of certificate-based registration, if the user simultaneously selects several institutions represented by him, and applies for administrator right in respect of several such institutions and services, the registration form must be certified electronically prior to submission in respect of each represented institution. The registration form can be downloaded for each institution.
The institution submitting the data reporting can also be selected as the represented institution, if it is different from the institution subject to data reporting. In this case, the ‘Másküldős’ form shall also be filled in and submitted to the MNB (without authentication) via the company gate of the institution subject to data reporting, on the MNB002 ÁNYK form.
Please select one of the following options when choosing an institution:
- institution registration number (first 8 digits of tax number)
- institution name (the search can be initiated by entering the first 4 characters or by clicking on the magnifying glass icon)
- institution GIRO code (not all institutions have one, it can be found by using the other two criteria)
Further information
To apply for additional services, see Section 2 ‘Registration steps’.
Help: '
Másküldős' form
To submit data reporting to be fulfilled via the STEFI system you must apply for the Data reporting and Mailbox service. Certain special data reporting also require additional ERA services (e.g. large files can be submitted via the NAK service).
In the STEFI system only users with admin rights can set rights and manage notifications.
For the three different types of registrations, the scope of available services varies. More information on these is available on the ERA registration page: ERA – Éles (live) (mnb.hu)
For each service, you must select whether you wish to request representative or administrator rights. If there is no approved admin user for this service(s) for the specific institution, the first user can only apply for admin rights.
If there is already an approved admin user for the institution’s service(s), the admin user is entitled to approve additional admin right requests or representative right requests.
For requesting additional services see Section 2 on the Registration steps.
After downloading the registration form, it is recommended to check whether the services listed on the form are the ones you
need. The registration form can only be submitted in electronic format (PDF).
In the case of certificate-based registration, the form shall be electronically signed by the person(s) authorised to sign
for the company. In the case of joint signatories, the authentication shall be performed by at least two joint signatories.
After the finalisation of the electronic registration, the MNB’s automatic mailing system sends an activation code to the email address provided during registration. (If you do not receive the email with the activation code, please check your Spam folder.) You can log in to the ERA system after activation.
If an approved admin user already exists for the given institution or service, the admin user is entitled to approve the new
request, of which he will receive an automatic email notification. In this case, it is not necessary to submit a registration
form to the MNB; the approval can be done within the institution. If in respect of the specific institution or service no
user with approved admin right exists yet, after accepting the Data processing information the registration form can be downloaded
as a PDF document. In the upper right corner it contains the signature of the MNB server. In the case of certificate-based
registration, the form shall be electronically validated by the person(s) authorised to sign for the company in PDF format,
without printing. In the case of username/password type registration, the registration form can be submitted via the Company
gate of the represented institution without special authentication.
Further information
If the Company subject to data reporting has only a non-resident signatory, the Company gate agent may only submit the registration form together with the Authorisation made out to his name, on ANYK form MNB002, for approval.
In the case of certificate-based registration:
a) via the ‘ERA/Regisztrációs adatbázis/Regisztrációs adatlap beküldése’ (ERA/Registration database/Registration form submission)
menu item, after signing by an electronic signature certificate (in the absence of an electronic signature, the system will
reject the form as incorrect and it will not be processed)
b)
via the Company gate access of the represented institution specified in the registration form, using form MNB002 ANYK. The
registration form related to certificate-based registration must bear the electronic signature of the person(s) authorised
to sign for the Company (prior to submission through any of the aforementioned electronic channels)
In the case of username/password-based registration:
The username/password-based registration form can be submitted via the Company gate of the represented institution specified in the form. No special authentication (electronic signature or AVDH) is required.
Extend the scope of institutions/services
If the user already has any approved services, he can apply for additional represented institutions or for an additional service for a given institution by selecting the menu item ‘Szolgáltatások bővítése’ (Extend the scope of services) in the ‘ERA/Regisztrációs adatbázis/Intézmények-szolgáltatások’ (ERA/Registration Database/Institutions-Services).
Approval/rejection
In the ‘Jóváhagyás/elutasítás’ (approval/rejection) menu item of the ERA Registration database the admin user for the respective service can approve or reject the representative’s application for registration. For more details, see: ERA user manual
Subsequent application for admin right
In the case of a user with approved representative rights, it is possible to apply for admin right subsequently. Click on the ‘Admin jog igénylés’ (Request admin rights) button under the Institutions-Services table.
Email address and password change
In the case of username/password type registration, please contact adatszolgaltatas@mnb.hu and/or statadatszolg@mnb.hu if you wish to change your -email address.
Problems related to changing the password change can also be reported to these email addresses. Modification of the user of
the username/password-based registration created in the ERA system can be initiated by submitting the ‘Regisztráció módosítási kérelem’ (Registration Modification Request) form, which should be sent through the Company gate of the Magyar Nemzeti Bank.
